The West Virginia Disadvantage Business Enterprise Council is a contractors association whose members are certified by the West Virginia Department of Transportation, Division of Highways as disadvantage business enterprises (“DBEs”).  The WV DBE Council was chartered as a West Virginia non-profit corporation in 2010.

The purpose of the WV DBE Council is to provide group association, and supportive services to improve the quality, ability, knowledge, and marketability of WV DBEs.  The supportive services provided by the WV DBE Council is a valuable and necessary resource to ensure the improved economic growth and future of WV DBE firms. Firms engaged in and/or interested in performing highway-related work that are certified as WV DBE are eligible to receive business development/training assistance. WV DBE Council partners with the West Virginia Department of Transportation to administer this program. WV DBE Council staff or private consultants provide program services to firms on an individual counseling basis as well as group workshops and seminars.
